Russians uses nukes to put out a fire
Russian state media have set out in detail how Moscow would destroy US cities and territories if the nuclear deal collapsed, putting Cold War rivals back in attack mode. In an article published Friday, the military warned that Russia would consider any ballistic missile fired from its territory as a nuclear attack justifying nuclear retaliation. Red Star is directed at the United States, which is working to develop a new generation of nuclear-capable ballistic missiles for use against Russia and its allies.
Russian nuclear retaliation, including non-nuclear attacks, the document appears to send a warning signal to the U.S. Russia hopes that the threat of a massively destructive nuclear strike will deter and lead to a "Russian victory." Such a first-use policy would also exacerbate tensions with Russia and facilitate the proliferation of nuclear weapons in other parts of the world, such as the Middle East and Africa.
France has taken a first stand - the use of nuclear weapons - since it first developed and tested nuclear weapons during the Cold War. Germany, which has renounced the use of nuclear, biological and chemical weapons, has no reason to call on nuclear powers to use them against countries that do not possess such weapons. In 1993, Russia issued a military doctrine formally abandoning the practice of not using nuclear weapons in the first conflict. Nuclear weapons can only be used in the event of large-scale aggression with conventional weapons.

In December 2013, Deputy Prime Minister Dmitry Rogozin declared that, if Russia were to be subjected to a conventional attack, it would, in certain situations, resort to nuclear weapons to defend its territory and state interests. Russian President Vladimir Putin put the country's armed forces on high alert if they discover an incoming nuclear missile, Russian military expert Pavel Podvig told RT. Lavrov specified that Russia could not agree to limit the number of strategic missiles and bombers armed with nuclear warheads on the battlefield to nuclear weapons or warheads if the US agreed to withdraw all tactical nuclear weapons from Europe. He did not specify whether Russia could also agree to limit strategic missile and bomber weapons to battlefields and nuclear warheads on the battlefield or to strategic missiles and bombers if and when the US agrees to withdraw all its tactical nuclear weapons from the member states of the European Union (EU) and NATO in the Middle East and North Africa. However, he specified that we cannot agree on a limit on the size of strategic ballistic missiles or bomber weapons or on the deployment of strategic missiles or nuclear warheads in Europe unless and until the United Nations Security Council (UNSC) approves this and until the American Congress and the European Commission agree to such an agreement and the EU's agreement with Russia on nuclear disarmament.
Lavrov specified Wednesday that Russia cannot accept a limit on the number of strategic missiles and bombers equipped with nuclear battlefield weapons or warheads on the battlefield if the U.S. agrees to withdraw all tactical nuclear weapons from Europe. China has been trying for decades to make its promise to make the NPT credible by separating its missile and warhead units, but Beijing, which has the world's second-largest nuclear arsenal after the US, rejects it. Discussing ways to eliminate loose nuclear weapons and reduce the number of nuclear weapons, Mr. Evans said the Obama administration was preparing to launch a review of its nuclear disarmament policy in the Middle East and North Africa. In these circumstances, it would be easy to detect that nuclear weapons are being used without first suffering a nuclear attack.
Russian modernisation programme aimed at facilitating the transfer of nuclear weapons from the Soviet Union to the Russian Federation and the United States. Russia's doctrine of first-use nuclear weapons, but the program includes both active and passive defense. Today, Russian military doctrine says that the country will use nuclear weapons against any conventional power that poses an existential threat to it. These include hostile attacks with conventional weapons that threaten its existence. Indeed, Russia envisions only a first deployment scenario, the probability of which is now negligible.
The United States and Russia are trying to test - test - how well their nuclear weapons are working together. Russia has reportedly developed a new type of strategic nuclear missile, the Zircon missile. Russian press reports say that this "strategic nuclear weapon" can be deployed from a submarine or nuclear-armed aircraft carrier, as well as from the surface, on the Russian Federation's air missile system. The "ZirCon" missile can fly fast enough to hit targets in the US interior within five minutes of launch, and the submarine can carry up to 40 missiles.
Several American nuclear analysts say they are also worried about interim storage facilities that hold tactical nuclear weapons, which are often on their way there. Kristensen says the long-range missiles, which are manufactured by the United States and Russia and other countries, should be safe because they are stored in a safe place like a military base or nuclear power plant.
